I like NCAM's MAGpie. It's free, easy to use, and ultimately- it works.

Subject: [WebAIM] Captioning Video

Hello,

I was wondering whether anybody has suggestions for tools to caption
videos on either Windows or OS X? We're looking at adding captions to
about 10 minutes of video (closed). Also, I would appreciate any links/
suggestions as to best practices and so forth.

Best,
- Rahul.
