There's the default player created by Flash CS4's FLVPlayback and FLVPlaybackCaptioning components ... it does all that, using DFXP data for the captions.

Hello,
A friend of mine is looking for a Flash-based accessible (keyboard, screen
reader, etc.) media player that also has a scream-lined means of adding
captions, such as via an XML file. He's seen a couple of players, however
the interface was not accessible.
Any suggestions would be appreciated.
