The Access Board list sent this announcement today:
Status Update from the Access Board on the ICT Refresh
On July 13, 2011, the Access Board voted to release a second draft of the ICT rule near the end of September 2011. We are working with the Office of Management and Budget on the details. The Board is taking this step to facilitate the collection of cost information and to promote harmonization with standards efforts in Europe.

To me this isn't indicating a new review, just that the standards portion of what will constitute the NPRM is to be available in September. The regulatory language and/or budgetary review is apparently needing more time.
