Yeah, I'm not 100% certain, so you may be right. However, even if my understanding is correct and the draft standards are for the NPRM, it is still a proposed rulemaking, which means comments and possibly changes. This was always part of the schedule.

I read "draft of the ICT rule" to indicate that additional changes and review are coming. And how can the regulatory language and budgetary review be completed on guidelines that have not yet been released in a finalized state?

I hope you're right and that the end is coming near(er).
