Hi Shawn,
The table of contents should be located at the top of the page under h1
where the main content of a web page or document is displayed. In very few
cases it might be displayed in the left pane provided the page layout does
not include navigation links there or else it will clutter things up.
For me it should be at the top of the page.

Looking at success criterion 2.4.5 : The table of contents should be located
where? It states the table of contents should provide links to sections and
subsections of the same document. But can the table of contents be at side
or top or button of the page?
