I don't work for a college or university, but I would suggest having the
lecturer provide a formatted transcript of the lecture, which is useful for:

1. students who would rather read the transcript than watch the full video;
2. making the lecture content indexable by search engines (making it easier
to find and driving more traffic to the page/site);
3. making it easier to provide (accurate) captioning for the lecture.

Providing a transcript shouldn't be too much additional work since the
lecturer probably already has written notes outlining the general structure
of the lecture. Otherwise, they can have a TA do it or grant students extra
credit for transcribing the lecture (a good way to earn extra credit while
preparing for an exam). The school can then send the transcripts and videos
to a captioning service and perhaps get a bulk rate.

Alternatively, the school can run their own captioning service for
self-produced videos. This could again be offered to students as a way to
make a little extra cash while watching lecture videos that help them
prepare for exams. Some places, for instance California, also have
free/subsidized captioning services for community colleges. You could also
try contacting local service organizations or clubs (e.g. if the local high
school has a Key Club chapter or there's a Circle K or Kiwanis Club or
Rotary Club) to get the captioning done for free. When I was involved in
such organizations, I would have considered this an excellent project to
dedicate my time to.

If teachers complain about having to provide a formatted transcript, they
should be reminded that this is to provide equal access to lecture videos.
It should be thought of no differently from having to include wheelchair
accessible ramps to public buildings.
