I remember Web accessibility Toolbar available on Vision Australia's website
seems to be accessible via keyboard and if my memory correct, using
alt+ctrl+ numeric, one can access the tool bar options, but that was on IE,
is there a limitation to introduce such a functionality for Firefox? I'm
asking this just out of curiosity.

Correct. The visible WAVE toolbar at the top of the browser window is not
directly keyboard accessible (as far as I know it cannot be made keyboard
accessible), but you can access all toolbar functions through either the
Tools menu or the context menu. You can also set custom shortcut keys to
WAVE functions in the toolbar Options.
