For this paragraph, where would you put the link?
I think "information on food safety or to order free copies of this brochure" is the purpose of the link

It depends on what "acceptable" means to you.

Is it WCAG AA conformant? Yes.

Is it WCAG AAA conformant? No.

Is it optimally usable for all users? No.

Would making the link itself understandable be better? Yes.

Is it "inaccessible"? Not at all.
