From a keyboard perspective yes, however, if using a screen reader, you can use whatever HTML key to jump to the edit field. For example in JAWS you can use the letter "e" or bring up the edit fields in a list Ctrl+insert+e.

Hi Listers,
I am testing a web page for Section 508. When a radio button is checked and I want to proceed to the search value to be entered would I expect to have to tab through the other radio buttons I am not checking to get to the search field?
