If you're in the US, meeting Section 508 standards is your minimum goal for compliance. But you really should be developing to WCAG 2.0 standards (http://www.w3.org/TR/WCAG20/). Section 508 is being refreshed to be in line with WCAG standards and many other countries' laws are already in line with them. If you're developing to WCAG 2.0 now, not only will you be prepared for the refresh but you'll be providing a better user experience and have a more robust product.
