University Accessible Web Policies and Student Personal Pages

Hello All,
The University of Oregon is working on accessible ICT policies and we're wonder about covering student personal web pages. I've seen some schools exempt them and I am inclined to go that route. I have also seen faculty pages exempted, but I am less inclined to do that.
I am interested in this group's ideas on the subject.
