I imagine that any and all of the standard principles and practices of web
accessibility would apply. Given that a portal may be generated using some
server-side programming language, it is important that the code generated
meets the accessibility standards which means that the either the
programmers must be aware of the needs of accessibility or a QA person must
review the output.
