By default my website language is English and no other language is used.Is it necessary to specify html lang attribute?

You should declare the lang attribute for every HTML document, for the
reasons explained in WCAG 2.0:
http://www.w3.org/TR/UNDERSTANDING-WCAG20/meaning-doc-lang-id.html
They apply equally well to English.
Yucca
