How does one interact with an input type="range" using voiceover? I can't
seem to figure out the gesture.
Thanks,
Jesse

You swipe up or down with one finger as VoiceOver indicates through its hint text. It's like a rotor setting.

There are many different gestures using voiceover. If hints is on, just follow the hint. There is also an option under accessibility, where you can practice the different gestures.
