Subject: when to open new windows and whether to identify content/documents opened in new windows

Hello,

What are the current best practices for opening a new window and identifying the content or document that opens in that window? Is there a AA guidance in WCAG2.0 on this?

As a user what I appreciate is when I click on the link to said content, and the screen reader says, "opens a new window," and then the document or web page title is spoken.

Thanks,
Lolly
