The W3C has moved the Distribution Format Exchange Profile (DFXP),
sometimes called as the W3C's timed-text format, to Candidate
Recommendation status:

DFXP is a non-proprietary way to create and display timed text, such
as captions and subtitles, and so may be of interest to participants
in this subcommittee. It is expected to become a final W3C
recommendation by the end of April, 2007.
