Wow! I would strongly encourge folks to read this article (albeit long) as
it provides an extremely coherent discussion of the challenges with current
Subpart A language along with how that relates to the technical and
functional implementation standards. It even provides some information we
have been asking for about bid protests, etc. that has never otherwise
materialized.

I thought you would be interested in the attached article by Professor
Christopher Yukins of George Washington University's Government Procurement
law program. He formerly was a partner at Holland & Knight and he is a
mentor of mine. The article points out many of the challenges of
implementing Section 508 from a procurement prospective. Of particular
interest is the discussion on "best value" that reiterates some of the
points I have made regarding the current regulations.
