Tom Brett: "Effectively the announcement for the job would be "people with disabilities need not apply".

Unfortunately that may be true, our job is to minimise discrimination to the extent possible; we cannot expect to eliminate it entirely. Some disabilities do make certain jobs impossible; There are not many blind pilots or photographers for example.
