When we discussed 21(k) and 22(j), we liked the idea that WCAG 2.0
defines a minimum size area of flashing that is subject to the
prohibited frequency range. A blinking text caret, for example, is too
small to cause a problem no matter what frequency it it blinking at. But
we never discussed an actual proposal.

How about this for 21(k) (software):

When software has flashing or blinking elements that occupy more than
one quarter of any 341 x 256 pixel rectangle anywhere on the displayed
screen area when viewed at 1024 x 768 pixels, the flashing or blinking
elements shall not have a flash or blink frequency greater than 2 Hz and
lower than
55 Hz.

and this for 22(j) (Web)

When Web pages have flashing or blinking items that occupy more than one
quarter of any 341 x 256 pixel rectangle anywhere on the displayed
screen area when viewed at 1024 x 768 pixels, the flashing or blinking
items shall not have a flash or blink frequency greater than 2 Hz and
lower than 55 Hz."

This seems too specific to only one resolution.

I would like to get this provision to be more programmatically testable
if possible. Any ideas?
