I cannot agree with this. Testing the functionality of an application as it would work for a person with disability is necessary to insure that the application performs in the manner that is expected. If there are variations between the baseline test and the results of AT testing those difference need to be documented. Without this type of testing problems can surface at a later date after it has been deployed that may or may not point to an 508 issue.
