I agree that our first priority is to focus on looking at whether the
current set of standards is clear and understandable. Perhaps we can
then do a check within our own organizations (since we represent govt,
consumers & industry) to see how people are interpreting what we think
is "clear and understandable". If we get similar responses we will know
we have done our job. If we get a wide variation - we can work to
clarify.

For me, the critical issue is not "testability" as that seems to imply
some
hands-on lab kind of thing. What is critical is that the standards be
clear, understandable, and interpreted consistently which in turn allows
procurement officials to reliably verify conformance (e.g. the same
product
would be rated reasonably the same by any reviewer.) But that rating
could
be done through review of paper information rather than a "testing
process"
as seems to be associated with with word "testable".

Thanks to Mary, Brenda, and the rest of you for an excellent meeting
yesterday.
I'd like to follow up on one item. I don't know who spoke up on the
issue
of testability/verification, etc., but there were general murmurs of
agreement afterwards. If I remember correctly, it was that there are a
number of terms, and that they might have multiple meanings and/or
meanings
with specific legal implications. Can someone point us to a resource on
this, or offer some specific info?
It's obviously important not only for this subcommittee, but for the
others
and the general work of TEITAC.
