This message describes general processes for referencing and acknowledging
W3C standards and specifications, in response to an action item from the
TEITAC Web/Software committee requesting information on this topic.
The short answer is that W3C standards are freely available and
referenceable, given appropriate acknowledgement and within certain
conditions. To answer in more detail:
Several W3C documents, listed below, spell out how to reference and/or
provide acknowledgement in an appropriate form. Most importantly, this
includes the "W3C Document License" [1]. However, "W3C Intellectual Rights
Notice and Legal Disclaimers" [2] also provides helpful information. I've
also listed W3C's Intellectual Rights FAQ [3], since the great majority of
the questions that we get about referencing or acknowledging W3C's work
already fall under one of the questions answered in this FAQ.

By following the guidance in these documents, one can make appropriate
reference to and acknowledgement of a variety of WAI resources, for
instance including the Web Content Accessibility Guidelines, the Authoring
Tool Accessibility Guidelines, the User Agent Accessibility Guidelines,
WAI-ARIA, various educational documents, etc. So, for any questions that
you have, please start by using these existing materials; they may also
answer questions that weren't apparent yet.
In addition to these documents and the FAQ, we also provide W3C staff
support in answering more detailed questions on how to reference and
acknowledge W3C documents as needed, and in replying to specific requests
where notice to and/or permission from the W3C is needed (for instance, for
translations, annotations, re-formatting, etc.)
If you have questions that are not addressed in the materials listed below,
you can send (and archive) your question at the address indicated in these
documents, < = EMAIL ADDRESS REMOVED = >. For any questions related to WAI
materials, be sure to also include my address < = EMAIL ADDRESS REMOVED = > in the "to"
field. Depending on the type of question, I may involve different people
within W3C. If it turns out that you have novel questions about referencing
W3C documents, or if our existing guidance is incomplete or unclear, I may
also be able to seek assistance in getting additional guidance developed by
W3C to address your questions.
