I would make it explicit that it also needs to pass the other production requirements, just in case someone reads this as a get-out:

If the production supports an agency's mission or provides training for agency personnel and includes interactive elements that are part of the content, in addition to 1194.24(a-e), compliance with 1194.21 a-z is also required.
