Since these regulations are supposed to focus on what is required, perhaps
we should not include the reference to optional transcripts? I think it's
clearer. Supplementary guidance material should say that a transcript is
*not* compliant, although it is a valuable addition.

Nick has pointed out to me that yesterday's revision of 24(d) #2 omitted the
clause that transcripts of audio descriptions can supplement, but not
replace, synchronized descriptions themselves. With that in mind, here's a
proposal for rewording 24(d) #2:

2) materials containing prerecorded video with concurrent audio must provide
synchronized audio descriptions and may offer a transcript in addition to,
but not in place of, the descriptions, to convey the informational content
of the video.

For the sake of comparison, here's what we say about *captions* in 24(c) #2:
