I would concur. From talking to the Access board some time ago - that was
the intent. (and if you look at the sentence carefully that is the only way
you can interpret it (or else you end up with "no tight twisting of the
wrist" which makes no sense. So "tight" must modify grasping only and not
all three items. SO putting it at the end doesn't change the meaning and
does make it clearer and easier to read properly.
