As someone who has struggled with the idea of finding the perfect
"pecking order" to complete evaluations to include Section 508
compliance, I am not convinced we are really able to do so at this time.
I believe that this entire topic of "best meets" and attempts to lay a
path to identifying the specific evaluation "pecking order" is beyond
the scope of the "standard" per se. If we back up and focus on
recommending several methods that work in various situations, the
Access-Board and fAR implementers may be able to craft specifically
scoped language to include such methodologies more effectively than we.

The FAR does not provide any direction on a "decision tree," "priority
scoring", or other type of "preferential rating scheme" that holds any
mandatory business or technical requirement over another.
