Diane,

I am not sure your language below addresses the issue. Replacing
"procure" with "ensure" is not a meaningful change since Section 508 is
implemented through the procurement system.

In subparagraph (c), how about deleting the last sentence altogether and
thus leaving in the statement that an agency cannot claim that a product
as a whole is unavailable because it fails to meet all the standards.
That way, we eliminate the confusion regarding the "best meets" language
and allow the FAR Council the flexibility to implement Section 508 in
the context of best value.

We should be doing whatever we can to avoid dictating procurement policy
as thatneeds to be left to the FAR Council.
