I disagree. Why do you feel that this is flawed?

The hr element has its own implicit semantic meaning, I don't believe
that it is necessary to add any additional information to make it
accessible. It is worth noting that no screen reader that I've seen has
ever voiced anything for horizontal rules. It has been a while since
I've looked, let me know if I've missed a change...
