Yes, we need to differentiate between mouse-related cursor functionality
being available through an alternate method, and Windows control
navigation/activation via the keyboard.

Rather than changing Standard .21 A, perhaps we really need an
additional standard which specifically addresses alternate methods for
mouse-specific functionality such as drawing, dragging, etc. It seems
to me that these are two separate though related issues, and we might
consider an additional standard to cover them both.
