Unless those users are really technically savvy with regard to accessibility
criteria rather than their personal skills, that often yields unreliable
results and user dissatisfaction later. I'm all for user involvement, but
I've seen it go awry more than not if it's the primary tool for making the
determination.

I wasn't personally involved. However, my understanding is that it was
done using user preference ratings, and the folks who took the tests
represented a broad range of disabilities.
