I wonder if it makes sense to have one set of standards for operating
systems and another that covers software apps and Web content / Web apps?

I suggest to follow iso: one set for os and applications and another one for web user interfaces (iso 9241-171 and iso 9241-151).
There are then some principle for os, other for software, other that could be applicable to both.
