I have posted a template [1] for the second draft subcommittee reports
to the wiki. It is easy to get lost in wiki text when working on a
table, so I have included place holder text. There is no requirement to
use the wiki, but it is a lot easier to go from the wiki to word
processor than vice-versa, and the wiki remains the best mechanism we
have for working transparently.

I also would like to take this opportunity to clarify what the Access
Board is looking for in that column for "economic impact." As discussed
on the call [2] with the subcommittee chairs a couple of weeks ago, from
a provision-by-provision perspective, we are asking only for a
qualitative approach to economic assessment. While we very much do need
the advisory committee's help with trying to calculate a "rough estimate
of total impact on the economy" we are NOT asking you to provide that
line-by-line in your recommendations!

For the purposes of these draft reports, if a reworded provision just
adds clarity, but doesn't alter intent, that provision probably has
negligible "economic impact".

I have adjusted the instructions on the wiki version of the template to
reflect this understanding.
