The user manual / documentation for the tool should be comprehensive and
describe how all features of the tool may be used by an author. I am not
sure why 'how accessibility features can be used within the authoring tool'
is being singled out. Availability of complete and user friendly
documentation may distinguish one product from another. So this is a matter
to be considered by Procurement at the time of product selection.
