I don't think we can mandate that any time a file is saved it has to be
fully accessible, but the author can be notified at save time--to keep
this in a standards mode I think we have to be careful about how far we
go into the specifics of the authoring process. My intention is to set
a minimum bar for formats, and identify functionality that must exist in
authoring tools to allow those format accessibility attributes to be
used in a manual and programmatically assisted fashion. Then we need
the "rendering agent" requirements that basically indicate that the
rendering agent will follow appropriate software or other standards, and
also ensure the accessibility attributes are passed to the end-user or
end-user's AT in a useful way.
