I'm not quite sure where we are on the volume gain issue, ?1194.23 (f) and
(g) in Section 508 but thought I'd share information I've gathered from the
major manufacturers of amplified (adaptive) telephones. We volume buy from
all of these companies and it appears that the lack of a standardized
protocol for measuring "dB gain" is a big problem. Depending on the input
signal used (type of sound such as broad band noise, warble tones, something
else) along with the input dB level -- the difference between input and
output or "gain" can vary greatly. Since many states buy large numbers of
amplified phones in bulk for their adaptive telephone programs, they tend to
go for the highest dB gain level phone. Right or wrong, the logic they use
is that a "50 dB gain" phone will meet anyone's needs. (If someone needs
less gain they just use less volume in the 50 dB gain phone rather than
using a 30 dB gain phone.) This has unfortunately encouraged the
manufacturers to use creative approaches in calculating "volume gain" to get
the highest number possible.
