So here's an updated version adding the word complete. I "bundled" accurate
and complete as the concepts seem related - the access to info needs to be
complete to be accurate. See if this works --

When determining if individuals with disabilities have access to and use of
information and data that is comparable to that available to individuals
without disabilities, each agency shall ensure that individuals with
disabilities have access that is timely, accurate and complete, and in a
manner and medium appropriate to the significance of the message. Timely
access includes consideration of the speed with which a person with a
disability can use electronic and information technology to access
information or perform a task as compared to an individual without
disabilities. Accurate and complete access ensures that the information and
data reflects the intended meaning especially when converted into another
form or media.

I think that either of these work really well. As for Gregg's point, when
we are talking about information and data, aren't we really talking about
getting access to the complete information, rather than the features and
functionalities? The latter would seem to apply more to equipment and
devices, but this section talks about access to the information itself. But
I do think that we need the word complete in there, or there is the risk
that people with disabilities will be able to access only partial
information. In the first version, you could say something like:
"(4) complete, which ensures that a person with a disability has access to
the full information and data content made available"

In the second version, I would simply add the word "complete" to "timely,
accurate."
