I'm muddling through the strangeness of when line-21 closed (608)
captions are decoded when viewed on a computer using a media player, and
when they aren't. It isn't clear to me yet if this is a function of the
player or another plug-in architecture etc. I tend to think it should
be provided in some fashion if a player is sold. So, would anyone have
a problem recommending in web/software that a requirement say something
like:

When software is used to play audio/video content which contains (insert
608/708 appropriate terms), it shall allow the user to view such caption
information. It appears that often software isn't including this 608
decoding and then again sometimes it is.

If Microsoft could comment on this I'd be enlightened, but there of
course are more platforms to consider.
