Gregg,

I think this is a better approach. I recommend a different name for
category #4 though. In the Web and Software subcommittee, we have done a
pretty good job of harmonizing with WCAG 2.0 so the Section 508 Web part
works for any kind of Web "content" or application. We have not discussed
generalizing these provisions to other types of electronic content. This
category should be "Web content and functionality".

We also are recommending a new set of provisions addressing "content
formats". The idea is that content "formats" that agencies use should be
evaluated against this set of provisions. Content formats that meet this
set of provisions enable the creation of accessible content.
