An example that I am thinking of are the Background (employment)
Investigations that the government is required to perform. SOME of these
investigations are videotaped as a form of evidence.

I would have to say that it is important to include the phrase "in support
of the agency's mission". There are AV materials made that are covered by
the Privacy Act that should not be opened or closed captioned.
