One of our first orders of business is to come up with functional
performance criteria edits.
There were two aspects of our new wording that the TEITAC commented on and
wanted us to work on.
1) the phrase FULL USE.
2) The phrase "users' AT"
Since these are two different discussions I will post two separate emails so
we can keep the discussions in separate threads
