I agree with these points that Tom Brett made.

"I believe it is important to take the view that as long as the
information and data is capable of working with the AT the Government has
met the letter of the law."

and although I agree that it is "unreasonable to ask the government to buy
AT for the public"; there are many programs and initiative to assist
individuals (outside 508) in purchasing the AT. 508 is beneficial because
its scope is limited to setting the standard for which to compare
available ATs. from which to make a purchase decision.

Although not a specific theme of the 508 refresh, not being
anti-competitive or anti-innovative is a principle of federal purchasing
regulations such as 508.
