I'm not sure what you are advocating. I know that if I use a screen
reader, and my page has <H#> tags, then the combination of that markup
and the AT allows me to bypass content (assuming the tags are put in
useful places, of course). So does my page satisfy the requirement
simply by having the <H#> tags? What about the keyboard-only user that
isn't using any AT?
