I think it would be visually disruptive to have full controls on every clip
embedded in a page.



JT: on the other hand, having visible play controls clearly indicates to
users with low vision or cognitive disabilities that the object can be
played, that it is not a static image.



Maybe if the controls could pop up when needed. But otherwise it seems
like the ability to

"Pause, restart, and replay when it is done " should be enough to require.
And all that can be done by 'activating" (clicking") on the media.

With a recommendation for full controls..

That is a separate issue. Those controls fall under the software
accessibility requirements for accessible interface controls. My question is
not whether the controls should be accessible (they should), but whether it
is really needed to specify that the controls exist. I've seen very few
instances where they don't exist.
