Below is text drafted by TIA volume control specialists. Effort was made to use language already in FCC regs (e.g. "normal unamplified level") and with reference to the appropriate existing FCC requirements. I know it won't be 11.94.23(f) going forward but this was the easiest way for us to consider it. MBrooner, TIA rep
1194.23(f) For receive transmitted voice signals,
1. telephone line powered telecommunications products and wireline cordless telephones shall comply with FCC regulation ?68.317 for volume control,
2. all other telecommunications products or systems that provide a function allowing voice communication shall provide a gain adjustable from the normal unamplified level to at least 20 dB above the normal unamplified level as measured in accordance with the provisions of the FCC regulation ?68.317 for volume control. The volume at the normal unamplified level setting shall also meet the requirement in FCC regulation 68.317.

Apologies to the list-serv. The previous suggestion for (f) is for the
voice signal measurement. This one is for volume control. As explained
to me by TIA subject matter gurus, the FCC has narrowly prescribed what
manufacturers can do in this situation - either have an auto reset per
the regulation or meet the conditions in the referenced waiver. Thus
the language recommended by TIA is:
1194,23(g) If the telecommunications product allows a user to adjust the
receive volume, a function shall be provided to automatically reset the
volume to a safe level after every use if the volume is capable of
greater than 18 dB of gain A manual override switch may be provided to
prevent the automatic reset subject to the conditions specified in FCC
Memorandum Opinion and Order DA 01-578.

Why would it be allowable to set the volume to anunsafe level at all?
