RE THIS PROPOSAL ? you might want to change #1 to include PSTN somehow.
There are now standards for powering IP devices over Ethernet lines. So
you could have Ethernet ?phone line powered VoIP phones and I don't think
you wanted to capture those here did you? If so ok. Otherwise a friendly
amendment might be to add ?PSTN telephone-line-powered telecommunication
products etc.? Or ? since you use ?telephones? for wireline ? you could
make it easier to read by saying ?PSTN phone-line-powered wireline
telephones and wireline cordless telephones? I?ll put these phrases in the
comment field to the right in case you want to use them ? though they may
not be necessary

1194.23(f) For receive transmitted voice signals,

1. telephone line powered telecommunications products and wireline cordless
telephones shall comply with FCC regulation §68.317 for volume control,

2. all other telecommunications products or systems that provide a function
allowing voice communication shall provide a gain adjustable from the normal
unamplified level to at least 20 dB above the normal unamplified level as
measured in accordance with the provisions of the FCC regulation §68.317 for
volume control. The volume at the normal unamplified level setting shall
also meet the requirement in FCC regulation 68.317.
