10 KHz. is too high for telecom (VVSG is talking about direct output,
not over a phone. So I think that's a non-started for us, but maybe
useful for the direct audio provision. It doesn't say anything about
how much of those marginal frequencies, either -- 10%, 25%, 100%?

The 200% part is mostly for the benefit of blind users of an audio ballot
interface, who want to be able to speed-listen. And I'm not sure that 75%
is enough of a slow-down for hard of hearing users.
