I saw a statement in EWG 5E that may cause a risk for misinterpretations.
It is:
3. Such real time text send and receive capabilities must be synchronized
with voice as part of the same communication session.
We may need to state the synchronism requirement explicitly in order for the
fulfillment of the requirement to be measurable.
I suggest to add wording about what synchronism means:

synchronism deviations are kept below 2 seconds during the session.
Motivation:
The real requirement is a maximum of 2 seconds. The most critical
application is probably the captioned audio conference, where the hearing
impaired person taking part through live captioning. The opportunity to get
the floor and comment a speaker is reduced drastically if the text is more
than two seconds later than audio. Audio should not be delayed more than 400
ms from source to destination according to commonly applied human factor
requirements.
For real-time text we allow one second delay from source to transmission.
Then there is some delay in the network as well. Let us assume 400 ms.
This leads us to accept that the text may arrive up to 1000 ms after the
corresponding audio. It is still within the human factors goals.
We have also technical reasons to accept this delay. One is that it is
preferrable to collect characters for transmission in short intervals. The
normal interval is 300 ms. That limits the bandwidth needed for real-time
text.
The other reason is that occasionally the characters need to be taken from
retransmissions in order to keep reliability high.
