Hmmmm

They require very different tests. One is tested using AT. The other is
visually.

Also, one applies generally to software and one ONLY applies to products on
OS with AT.

I am not comfortable having focus separated, as it gets tested generally
once.

It wouldn't make sense to separate the visible and AT access portions of the
provisions, as they can be tested quickly in one pass.

ORGANIZATION NOTES

Things that should be moved in the outline

Item 3.4c FOCUS INDICATOR

This provision originally covered BOTH a VISIBLE focus indicator AND a
Software awareness of indicator.

It read: 1194.21(c) A well-defined on-screen indication of the current
focus shall be provided that moves among interactive interface elements as
the input focus changes. The focus shall be programmatically exposed so that
assistive technology can track focus and focus changes.

However,

* Software awareness of indicator is now covered by 3.4A.
* This now is only about VISIBILITY of focus indicator. So it is no
longer about AT access.

As such, it doesn't belong in AT section. I think it should be moved to
section 3.2 "if product has display" (probably after B)

No?
