Can someone point me to the supporting requirements to create captioning
_in these standard formats_?
1. Does the "Content Format and Authoring Tools 8.1B - Multimedia
(format)" section cover the requirement to actually create captioned
material? (link via URL:

). Does it need to specifically reference the CEA standards?
2. Do portable devices (e.g., portable DVD players, PSPs, etc.) fall
within the "Other digital video sources" category?
I'd like to understand how "pass an open-captioned signal to a video
monitor" really helps us when then self-contained device itself is
capable of captioning but doesn't provide it.

Analog television, digital television and tuners, computer
equipment, and other equipment must provide closed and open captions:

To provide these functions...
* Analog television displays that measure 13 inches or more
diagonally
* Computer equipment that includes analog television receiver or
display circuitry
CEA 608
Receive, decode and display caption data, when available, from
* broadcast
* cable
* satellite
* videotape
* IPTV
* Wide-screen (16:9) digital television (DTV) displays measuring
at least 7.8 inches vertically
* DTV sets with conventional (4:3) displays measuring at least 13
inches diagonally
* Stand-alone DTV tuners, whether or not they are marketed with
display screens
* Computer equipment that includes DTV receiver or display
circuitry
CEA 708
Receive, decode and display caption data, when available, from
* broadcast
* cable
* satellite
* videotape
* IPTV
OR
* Decode data, when available, and pass an open-captioned signal
to the DTV display or monitor
* Other digital video source devices
CEA 708 or functional equivalent
* Pass data, when available, to a video display with integrated
caption decoding circuitry
