I wonder if the old 1194.22(a) addresses this sufficiently?
All the items described must have alternate text assigned to them, and
if the shape, size, etc are important they should be in the
descriptions.

WCAG means "rely on". Color, shape, or position can be helpful
descriptions in instructions, as long as they are not the only means of
identification.
